Recently it was discussed here a bit so hopefully this will shed some light on the time of use.Thanks to Terka and Vitorio for providing the photo.

The "conscripted" and "tauglich" badges (the German version of the same) existed already in the Austro-Hungarian era and even had a "not conscripted" version. A recruit could buy such a badge after a conscription committee had decided on his fitness for military service. The place of purchase could be a military shop (the so-called "backstreet"), usually located at the canteen in the barracks of the individual military units. However, the possibility of buying badges outside the barracks in a civilian environment in shops of specific manufacturers, of which there were several and whose identity may not be known at all, cannot be ruled out, if, for example, the badges were bought in the military barracks. They did not emboss or erase the company's brand on the back of the badge.

I cannot tell you the exact beginning of the use of these badges, but they were certainly usedwere used before the First World War and their use continued in a modified form in the Czechoslovak Republic after 1918.
The photographs you have presented most probably show badges dating from the Austro-Hungarian period before the Czechoslovak Czechoslovak Republic - this is suggested by the style of processing and the bilingual version, as well as the uniformity of design and decoration of both badges.

pecka zase o něco chytřejší

Díky.Jen bych chtěl upozornit že to ještě není 100% závěr.Jsou tam ještě dvě nejasnosti kterým se snažím přijít na kloub.Bohužel tenhle odznáček je tak"tajemný"a informace se špatně shání.Čekám ještě co/jestli napíše p.Hatschek z Vídeňského muzea.
