Carl Lick v roce 1918 byl zvolen starostou města Svitav. Tento úřad zastával do roku 1935. Věnoval se historii a pramennému studiu dějin města Svitav a okolí. Z jeho pera pocházejí dosud nepřekonané „Geschichte der Stadt Zwittau und ihre Umgebung“ z roku 1910. Rovněž napsal biografii V.O. Ottendorfera.
